Just filing a complaint wasn't enough; it wouldn't work. They would then know that Apollo was free and that he was different from all the other monkeys. That would lead to Apollo being locked up again. Rick and Apollo had to take matters into their own hands.

When they arrived at the primate sanctuary, Apollo immediately climbed onto the roof of the building. It took about 15 minutes for the door of the sanctuary to open. Rick went inside and followed his companion Apollo to where all the other monkeys were.

Rick could already see how terrible this primate sanctuary was as they made their way to the monkey enclosures. Although he knew that already, he had never thought it would be this bad after seeing some parts of it. Then they finally arrived at the monkey enclosures.
Rick saw all the other monkeys, and he almost cried at the poor condition of some of them. However, he composed himself because there was no time to cry now. Apollo came to Rick with the keys he had taken from the staff room. Rick freed all the monkeys, and they all went to the front of the building.
Quick getaway
Rick quickly retrieved his car and drove it all the way to the entrance of the primate sanctuary. All the monkeys got in the car as quickly as possible, and Rick drove as fast as he could to the forest where all the monkeys could be released.
When they arrived, all the monkeys excitedly jumped out of the car and into the trees. Rick looked at Apollo and saw a glimpse of the excitement of all the jumping monkeys in the trees. Rick and Apollo looked at each other, and Rick nodded to Apollo as if to say it was okay.
Saying goodbye to his special boy
This was his time to let Apollo go and let him enjoy total freedom. Apollo and Rick embraced each other, and Apollo gestured to Rick that he was grateful for every moment they got to share.
This caused Rick to shed a tear, and Apollo wiped it away. "I only have good memories, my friend, I love you," he gestured. Then Apollo disappeared into the trees with all the other monkeys.
